Job Vacancy: Estates & Facilities Operations Manager

We are seeking an Estates & Facilities Operations Manager to provide effective management of Port buildings and land to attract future customers and meet service level agreements with current internal and external customers, develop the strategic maintenance plan of buildings and land operations and to be the lead point of contact for all related stakeholders.

Principle responsibilities include:

  • Deliver safe, efficient and effective operation of all Port buildings and land
  • Develop the strategic maintenance plan gaining input from other business units including Engineering and Commercial teams.
  • Develop and deliver the operating plan to manage the Port Estate including the setting and monitoring of KPIs and targets in line with that plan and to meet service level agreements
  • Understand all estates (building and land) and facilities contractual obligations and manage operations to safely, efficiently and effectively deliver on service level agreements with internal and external customers
  • Management of lease compliance issues through proactive (e.g. inspection) and reactive (e.g. queries and complaints) measures
  • Contribute to and champion the strategy development relating to Estates & Facilities Operations
  • Develop and maintain positive and proactive customer relations
  • Be the first point of contact for Estate customers, stakeholder and public issues and subsequent solution implementation. Stakeholder issues will include significant events and may require collaboration with the Operations Director, CEO and Board
  • Operational lead for critical incidents within Estates & Facilities
  • Develop CAPEX proposals for capital investment gaining input from Engineering and Commercial teams as required
  • Work collaboratively with Customers, Engineering and Programme Management to ensure all assets are maintained to the appropriate standard of repair, safety and reliability through planned and reactive maintenance and CAPEX investment, using asset surveys and maintenance reporting tools, prioritising as required
  • With Engineering and Environmental Manager ensure Port compliance with vegetation management plan
  • Work with internal teams to ensure Estate Operations are compliant with legislative requirements, corporate polices and SEMS (Safety Environmental Management System) procedures
  • Develop and manage service and maintenance OPEX and CAPEX budget
  • In conjunction with the Commercial team ensure invoicing is accurate and completed in a timely manner in line with lease, contract, other agreement
  • Manage utilities and re-charging process across the Port
  • Actively participate in major Port developments (Pembroke Dock Marine and Milford Waterfront) as will be the eventual “owner” of these developments.
  • Proactively instruct and monitor estate inspections including insurance obligations
  • Drive use of Assurance Framework to ensure incidents are captured, investigated and closed out in a timely manner
  • Maintain current traffic management plans and risk assessments for all public areas
  • Liaise with Police on public order events on the Port estate
  • Work with Events team to facilitate events on Port estate
  • Represent Estates Operations as required but specifically at corporate Health and Safety, Environmental and Risk meetings
  • Lead and manage operational resources, including all aspects of performance management, providing clear and visible direction re plans.
  • Assess, design and meet resource capacity and capability requirements for delivery of the operating plan
  • Attend management and networking events as required
  • Support and promote the vision and values of the Port and lead on role modelling and reinforcing the required MHPA behaviours
  • Other duties of a similar level as required

Salary: £50,544 + car allowance
